Just an FYI to this proposal. After seeing some of the application process play out, some community members have brought up concern that there is a bit of a consolidation of reviewers all affiliated closely to a single project.
We discussed this issue during the 22-November-2022 governance call which can be found on the Youtube feed.
A few things to point out:
- We all agreed that we missed the opportunity to include such parameters within the framework to mitigate this consolidated and centralized force of applicants as a risk.
- We agreed to create a version 3 of the Governance Framework, in which we will include a limitation that no more than one reviewer (applicant) can be from the same project.
- We believe this will limit any risk of collusion, as well as, create a more diversified and efficient review process.
Note: When discussing the process, we concluded that we should allow anyone to enter Phase I. Yet for applicants to move from Phase I to Phase II, the top most reviewer of any group of applicants connected to a single entity, DAO, organization, or project will be chosen. Note: if the members within the group themselves decide together to designate a single individual, those members of the same organization must indicate to the Discourse moderators they do not want to proceed to Phase II and thus allow the designated individual to proceed.
So what constitutes a connection? This is a difficult and somewhat subjective description. Yet we discussed and believe that if an individual is financially compensated or financially incentivised due to that connection, this then creates such a connection. This still needs to be further discussed before having confirmation.
We will be finalizing the version 3 over the next week and will try to get it posted as soon as we can.
